Law Firm PPC Agency Pricing and What It Costs

Short answer: law firm PPC agencies charge either a percentage of ad spend, commonly 10 to 30 percent with sliding scales that drop as spend rises, or a flat monthly fee that legal agencies quote from about $1,500 to $10,000. One published legal rate card starts at 25 percent of spend with a $650 monthly minimum. Ad spend is separate, and at an average of almost $10 a click and $132 a lead for legal searches, the page those clicks land on decides whether any of it pays back.

Fee figures come from what legal PPC agencies publish about their own pricing: FWD Lawyer Marketing's pricing page, Falcon Digital Marketing's attorney PPC page and PaperStreet's pay-per-click page (all read October 5, 2026), and Juris Digital's law firm PPC guide (updated September 28, 2026). Click and lead costs come from WordStream's 2026 Google Ads benchmarks, which cover search campaigns run from April 2025 to March 2026. No neutral body audits agency fees, so read every fee here as an asking price, not a measured average.

Legal PPC proposals come in three shapes. The shape matters more than the headline number, because each one behaves differently when you raise the budget for a new practice area or a new city.

Setup fees sit on top of all three. Falcon Digital Marketing publishes a $500 setup fee "in most cases". Ask about it early, because it is rarely on the first slide of a proposal.

Published law firm PPC rate cards

Most legal marketing agencies say "custom pricing" and ask for a call. These publish actual terms, and between them they show what the market charges a small or mid-size firm.

One more data point is worth knowing if you are a small firm. BigDog ICT, an agency that competes with FindLaw, reported in January 2026 that FindLaw no longer takes PPC management clients spending under $8,000 a month on Google Ads. We could not confirm that on FindLaw's own site, so treat it as a competitor's report, and if your budget sits under that line, ask any directory-owned agency for its minimum spend before the first call.

What legal clicks and leads actually cost

Legal is the most expensive category in WordStream's 2026 benchmarks. Attorneys and legal services averaged a $9.87 cost per click, a 5.87 percent click-through rate, a 5.55 percent conversion rate and a $131.63 cost per lead, the highest cost per lead of any industry in the report. Those are averages across practice areas. Agencies that work in personal injury quote far higher clicks in big metros; Hennessey Digital, for example, says a single "car accident attorney" click can cost $200 or more.

Two things follow. First, the management fee is usually the smaller number on the invoice. Second, a one-point change in landing page conversion rate moves cost per lead more than most bid changes do. At a $9.87 click, a page converting at 5.55 percent produces a lead for about $178 in click cost, while the same page at 8 percent produces one for about $123. (WordStream's $131.63 average is lower than the simple division because the benchmark is averaged across campaigns, not computed from the two averages.)

What a law firm actually pays each month

Here is the all-in monthly cost at three common budgets, using FWD Lawyer Marketing's published sliding scale, with expected leads at WordStream's 2026 legal cost per lead. Treat the lead counts as a rough guide; your practice area and city will move them a lot.

The solo row is where the fee hurts most. A quarter of the budget goes to management before a single click is bought, and at 23 leads a month the agency has little data to optimize from. That is the budget where fixing the intake page first usually beats hiring.

Is a law firm PPC agency worth it?

A law firm PPC agency is worth it when your monthly spend is high enough that a 10 to 20 percent efficiency gain covers the fee, nobody at the firm has time to review search terms and bids every week, and the agency's scope includes the pages your ads point at. Below about $3,000 a month of spend, the fee is a large share of the budget and the cheapest gain is usually on the page.

Legal accounts also punish neglect more than most. Broad match on "lawyer" terms can spend hundreds of dollars a day on job seekers, law students and people looking for free advice. A good agency earns its fee on negatives, call tracking and practice-area structure. What it often does not do at the entry price is rebuild the pages. Read FWD's own list again: it includes landing page recommendations, not landing pages. That gap is where most of the cost per lead is decided.

What the agency fee usually leaves out

Three things sit outside most legal PPC quotes, and each one affects your cost per signed case more than the fee does.

The landing page itself. If the ad says "Free consultation with a Houston truck accident lawyer" and the click lands on a home page that lists eleven practice areas, the visitor has to find the answer again. A page per practice area, with the city, a phone number that can be tapped in the first screen, a short intake form and a clear next step, converts paid traffic far better than a general site. The intake form. Legal intake forms grow over time: case type, incident date, insurance carrier, injury description, how did you hear about us. Each field you can ask on the call is a reason to leave the form. The form optimization check names the fields that can wait and the inputs that open the wrong keyboard on a phone, which matters because most injury and criminal defense searches happen on mobile.

Local Services Ads. Many legal practice areas run Local Services Ads alongside search. Those leads arrive as calls and messages through Google and never reach your website, and you pay per lead rather than per click. That is useful, but it means LSA results and search results need separate reporting, and a landing page fix will not change your LSA cost.

If someone at the firm is going to run the account, the hours have to come from somewhere, usually from billable work. Firms that make it work tend to buy back that time elsewhere, for example by freeing attorney hours spent on drafting and case prep, and then give the account a fixed weekly slot rather than whatever is left over on a Friday.

Questions to ask before you sign

  1. Who owns the Google Ads account, the call tracking numbers and the landing pages if we leave? The answer should be the firm, in writing. Juris Digital and Falcon Digital both say so publicly, so it is a reasonable ask anywhere.
  2. Is the fee separate from ad spend, and can we see the spend in our own account? A blended invoice hides what you actually paid Google.
  3. Do you work with other firms in our practice area and city? PaperStreet advertises exclusivity by practice area and location. Others do not, which is not automatically a problem but is worth knowing.
  4. What is the setup fee, the minimum term and the notice period? Month-to-month with no cancellation fee is published, so a long lock-in needs a reason.
  5. Which landing pages are included, and who changes them? If the answer is "recommendations", budget for the pages separately or fix them yourself first.
  6. Do you report cost per signed case, not only cost per lead? A $90 lead that never signs costs more than a $300 lead that does.

One caution that applies to every legal page and ad: state bar advertising rules apply to both.
